Utah’s population lives mostly in cities, and the rural student population is among the smallest in the nation, both relatively and absolutely. Socioeconomic challenges are only moderate, but there is a relatively large population of English Language Learners and a sizable (and rapidly growing) minority student population. Per pupil spending for instruction is among the lowest in the nation, and revenue distribution is among the most inequitable. Scores on the National Assessment on Educational Progress are at or below the median, but graduation rates (98%) are some of the best in the country. This all ranks Utah 34th in the nation in need of rural education attention and improvement.
