Hawaii has few rural schools and a small number of rural students, yet high poverty, demographic challenges, and poor educational outcomes rank the state 25th in the U.S. in need of rural education attention and improvement. Poverty levels among the state’s nearly 35,000 rural students are higher than national averages, and rural schools have the highest percentage of minority students in the nation. Scores on the National Assessment of Educational Progress are among the lowest in the U.S. Note: School finance indicators could not be computed for Hawaii because the state’s schools are organized as a single district.
